Do you think the common people are not aware of this? They know it very well but still they do it, why?
A corrupt government doesn't lead to a corrupt system, it is the other way around, meaning Indian people in general encourage, support and tolerate corruption. Yeah, there are some exceptions but they are like a drops in an ocean.
