ATRs are normally used when the passenger volumes are less than optimal for operating B737/A320 aircraft. It does not make any economic sense for airlines to fly such big planes with less than 50 passengers. Irrespective of number of passengers, there are quite a few fixed(nearly) components such as fuel, pilot salaries, cabin crew costs, landing/handling/parking charges at airports, general maintenance costs etc which are much higher than ATR.
