As soon as i get into the car, till the time i get out. I echo Shantanu's views on seatbelts saving lives when collision takes place in a stationary car. Seat belts do save lives in majority of the cases, injuries though may not be avoided, a lot also depends on the energy absorbing crumple zones and their design and efficiency. Another thing i find very important to be a standard feature on cars are collapsible steering wheels. These things are a death trap in high speed or medium speed frontal impacts as they aim straight for your chest. I guess quite a few cars are still not available with this as a standard safety feature.
Still inspite the rule, quite a few people do not adhere to wearing seatbelts. A major fault lies with the cops too, instead of hiding behind a tree to make some easy money, what we need is active policing, preventing incidents instead of waiting for them to happen. ( Oh crap, i just did a Adil!) Education is the key here, quite a few people still think head rests to be comfort oriented, where instead they prevent whiplash in case of an accident.
