Hi Johy,
It is very much possible.
One way is for the driver to make friends with the attendant at the petrol pump, tell him to fill less than the amount acounted for on paper, and the dishonest driver then gives him a cut of the money that he just "made".
Another way is to open the fuel tank, slide a pipe in, and suck (siphon) the fuel out till it passes the crest of the bend in the tube and drops below the level of fuel in the tank and then capillary action takes over and the fuel keeps pouring out.
The third way is as aZa mentioned, but is usually more work and more obvious than the others.
