Does boric powder dissolve in engine oil?
If not, I'm afraid that all of it will end up in your oil filter rather than sticking to metal surfaces... unless it is ground to particles that are fine enough to pass through the oil filter... not sure whether the average "carrom board grade" boric powder meets this criteria.
