The point here is that by transfering the car to Mumbai, Bobby would have to pay a hefty charge, upwards from Rs.10,000/-. As his family still lives in WB, he has every right to keep driving the car on WB plates.
And I think you misunderstood my point on the WB licence. I said it would be BETTER if he did have it, as it shows the cop that he doesn not plan to stay in Bombay for long.
What you have mentioned is correct if a guy is shifting his residence to Mumbai from another city/state.
