Waise, corruption comes to the fore only when the opportunities to make some underhand delaings and the benefits are higher. The west has just now learnt to feel the pinch of high fuel prices. So these incidences may also start coming up more often in the future.
In india the fuel prices are already very high, mainly to subsidize government's pet subsidy schemes. So it has always been a profitable thing to mix a good quantity of Rs.11 a liter of kerosene to Rs.50 a liter petrol...
