Its definatley a problem.. Thats a tire bulge and generally air is trapped inside the bulge. If you noticed the bulge keeps on increasing by the rotation/usage.. i had seen them in heavy vehicles.. The tire should be replaced immediately as it is dangerous moreover it is on front...
