Most states allow the use. Whats banned is "windshield mounts of any device" including California.
US has many laws which garuntee lots of freedoms. Radar Jammers are illegal, but a device which detects radio waves is not. Cases have been fought by citizens and won over there.
So law enforcement there looks for innovative ways like pop radars and short radar bursts at cars which they are thinking are speeding instead of continuous burst.
