Error message 0x80040154 indicates that a COM component is not registered properly. Re-register the particular component and you will be good to go.
Searching the Microsoft Knowledge base for error 0x80040154 indicated that something the Outlook program needed was not installed or not correctly registered within the Windows operating system.
Running the Microsoft Office install in Repair mode (first time selecting find and fix errors, second time telling it to re-install the current setup) did NOT resolve this problem.
The final solution was that to re-install the Windows Address book. (Outlook uses its own Contacts list, and I had previously uninstalled Outlook Express, etc., so it had appeared this was no longer needed.)
