165/60R12 will give you a wheel with outer diameter of 502.8 mm (19.8") with 9.9 cm of rubber sidewall.
145/80R12 will give you a wheel with outer diameter of 536.8 mm (21.1") with 11.6 cm of rubber sidewall.
Ergo, 145/80R12 would give superior ride quality and 17 mm more ground clearance than the 165/60R12.
As the 165 mm wide 502.8 tall tire will have both more grip and lower diameter, it will yield poorer fuel economy than the 145 mm wide 536.8 tall tire.
