There seems to be only two ways of controlling traffic jams on office going/returning hours. One of them was implement by a German software giant in Bangalore and quite successfully at that. They shifted the timings of their office in Whitefield from 9-6 to 8-5. It was really neat. The folks could reach office and get out of the office with minimum hassle. If this can be optimized over the list of companies then we may have saner traffic conditions.
Second, and I would really prefer this, encourage employees to work from home

All companies should give employees working from home incentive of 3000 bucks a month as they are saving the organization on associated travel costs.
