Though non-linear, I have found this to be fairly accurate:
City: 1/4th ~ 125Km
Highway: 1/4th ~ 200Km

In city I have seen it move after 50Km. On highway, it never budges till 100Km.
PS: It rarely moves during the drive. When switched off & turned on again, the needle points to the new location.
