While this is certainly salutary, IMHO, over a period of time, this drive can degenerate into drive for collection of "money". It will be better if the cops video tape the vehicles, and send notices to the owners. After all, transport vehicles (the ones with black-on-yellow number plates) have to turn up at RT offices every year for renewal of fitness certificate and tax has to be paid once every three months or half year.
