yes, the suspension does get compressed to diff. extent going up vs. down, but that is a very marginal difference. The difference may be a couple of degrees, NOT 15-20 degrees.
But an inclinometer should give more or less the same reading going up or down the same slope.
Maybe you should try placing it in some other place, or change the direction ??? .
