Absolutely right.
Its a misnomer in India. These are not actuallu fog lamps. the actual fog lamps are Yellow lamps.

To answer Jyodi,
These lamps that we have are useful while driving in narrow lanes in cities, as it throws light right at the floor level, where you can spot any boulder or platic cans or a cardboard box, (or a dead dog / cat) or a nasty pot-hole, which are normally not well illuminated by the main headlights.
I have found these very useful while driving through City's lanes, where we have enough street lights, I use only these foot lamps or Bumper lamps or City Lamps in other words....
