Coming back to cost, lets keep the silly keyboard/mouse outside  . When I asked the question, forgot to factor in the monitor cost. So it is 40k just for the box...

EE series CPU is not mandatory for overclocking.As long as you have a board that supports overclocking, you are set.
Overclocking for non EE CPUs is by increasing FSB as you cannot change the CPU Multipler.
Now for example,
8200 has a multiplier of 8x and FSB at stock is 333MHz hence its stock speed is 2.66GHz
now you bump the FSB through Motherboard BIOS to say 400MHz and the clock speed becomes 3.2GHz.
You keep pushing the FSB until your system becomes unstable, then you bump the vcore (CPU voltage) from motherboard BIOS to gain stability.
Thats the way you go about overclocking.This is just basic stuff, there are many things to fiddle around with when you do serious overclocking like VMCH,Vdimm voltages, PCIe frequency, DRAM dividers and so on.
you can go with Gigabyte, XFX,MSI,Asus for 8600GT. All these are good brands.
