First test in reverse: enable the "discovery mode" on the laptop, and scan from the Nokia. If the BT on the laptop is working, the Nokia will tell you.

On the laptop, there should be a hardware indication whether the BT radio section is ON (usually a blue LED) - is that ON?

The obvious problem in such cases is the BT driver on the laptop (as @manziee_crusier) has pointed out. Check with Sony website for an update of BT driver for your laptop model. FOLLOW ALL INSTALLATION INSTRUCTIONS TO THE LETTER: any small mistake will make a FUBAR out of it!

If things have really gone awry on your laptop-side BT software, you will have problems bringing up the "Bluetooth" folder in Explorer.
