When tyres are brand new, they may not grip all that well for the first 500 kms or so (this is mentioned in the tyre bible at the carbibles website). After tyres are run in, braking should improve.
With wider tyres than stock, dry braking should normally improve unless you got poor quality tyres. Hope you are maintaining correct tyre pressures. Wet braking could be worse than that of stock tyres because of increased possibility of aquaplaning, but I don't think this is the explanation in your case. There is also a remote possbility that your wider tyres ae fouling with the brake callipers. Note that as speeds increase, the tyre sidewalls will flex more and possbility of fouling increases. In any case, get your brakes thoroughly checked and also check the clearances from the tyre sidewalls to rule out fouling (I read somewhere that there should be minimum of 4 mm clearance to account for increased flex at higher speeds).
