Not sure, but it could be. The doubt in my mind stems from the word "solvent" in "Finishing solvent".

Clear coat is a paint (urethane lacquer) as opposed to terpentine or synthetic thinner, which is used to dilute the paint to the right spraying / brushing consistency. If you ask at a good automotive paint shop, they will be able to tell you a brand. It is expected to be similar to "Touch Wood" or "Apcolite Clear" synthetic 'varnish'.
