That does seem abnormal to me. The engine idling rpm with a/c off is 800-850 and not 700. With the a/c on, it should shoot up to around 900 rpm, and then drop back to its original position when the a/c cuts off.

Car cooling down with the a/c is normal since the fan remains on constantly with the a/c switched on. Also, the a/c works at zero position, so thats normal
