I believe there was a difference in legal terms of being caught red handed and raided for amassing wealth dispropotionate to their income. The red handed (eg taking bribe) is immediately suspended but not the ones raided upon.
Now KA govt has passed/ in the passing a bill in which both are considered as same and any govt servant will be suspended under both conditions.
