Noted economist Bibek Debroy, who was the chair of the recently convened Railway Reforms Committee, wrote a series of articles on the present situation of IR and one of them touched on this subject. Here it is

Super. Now if we can get those solar panels to generate more power to drive the wheels, we'll have a Tesla train.
