There is no user experience change. All the changes are under the hood.

applied SP3 yesterday, no visible change. Changes are subtle & may be MS kept it that way due to lukewarm response for vista.

I just installed it after it was officially released in North America. Didn't notice much of a difference, but some of the websites on the interweb are claiming a 10% performance improvement
