Advice on Choosing Small Car

I am supposed to advise a friend on purchasing a small car.

What he is looking for in a car:

1) Wants value for money
2) Budget: Max 3.5 Lacs OTR in Delhi
3) Mileage has to be as much as possible (is getting 18 Kmpl from his existing M800)
4) Car should have AC - Doesn't care about Power windows and Power steeting etc.
5) Doesn't want to spend time/money on maintaining a car (That is why he is purchasing a new car)
6) A car is just a means of transport nothing more nothing less (So a cars look / style etc don't matter)
7) Cars shortlisted: Santro, Alto, Xeta and Spark (pls suggest anything else in budget)
8) Not interested in a Diesel at all
9) Average distance travelled per month - Less than 1000 kms
10) Car to be used mostly in the city with occassional business trips to small industrial towns near Delhi such as Rudrapur etc once a month (Hence reliability is extremely important)
11) Presently owns a Maruti 800 (1999 model without AC)
12) The car will be driven by my friend only
13) Handling is not important neither is pickup or high speed (He is a very sedate and lazy driver who doesn't like to shift gears, but is not interested in an automatic
14) Ride quality (should soak bumps easily) is important and so is AC performance
15) Car will be used at most by him and his wife so a small car does it for him
16) Car will be kept till it is able to deliver without wasting too much time and money on Maintence and Service - The existing car met with a bad accident last month (Rs 25K spent on repairs - 65% paid by Insurance co.), is consuming oil and has no AC hence it is being replaced
