I would take these numbers with a hefty pinch of salt , firstly yes while there are drops they are negligible and secondly barring all other reasons as stated it could also be an effect of increasing fuel prices , and people possibly being more cautious or rather tweaking driving habits etc to reduce overall consumption. Maybe car pooling?

- Consumption is shifting to Gurgaon and Noida with the jobs moving there.
- Long distance commute is getting covered by Delhi Metro
- Diesel is ~Rs.1.50 cheaper (IIRC) in Gurgaon/Faridabad
- Onions in food (butter chicken?) are far more important than being a petrol head
