No way, even after adding Octroi charges, Ex-showroom price reaches close to Bangalore, Hyd etc. Its the roadtax that dominates most in the final price. Cities like Bangalore, Hyd are more expensive than Mumbai. I guess, entire south is on higher side.

Its the state government's transport department that decides the roadtax. They present the bill of increasing taxes in the assembly and its approved with no objection (after they all are to share it!).

Well I guess, in Delhi 2% roadtax is applicable on cars within 4L ex-showroom price and 4% on cars beyond 4L. This % is 7.2 (if I remember the figure correctly) in Mumbai, and 9% in Hyd and B'lore. Yes, perhaps Haryana still has flat roadtax system! This is what makes cars cheaper in Delhi, cheapest in Haryana and most expensive in Hyd/B'lore.

In "God's Own Country"(Kerala) the major source of income for Govt. is road-tax and this is the only tax that the Govt gets without any fear of tax evasion !!!

And the funny part is that, the road-tax is diverted to the Govt. Treasury to pay the monthly salaries of all the Govt. employees rather than using it for the development of the infrastructure !!!

I guess except for the Mumbai, all the cities have similar ex-showroom prices. They deviate very slightly and the deviation is un-uniform. Example Santro Xing has highest Ex price in Hyd while Alto has lowest among the samples. So I guess, ex-showroom price depends on company's own expenses and convenience. Mumbai is exceptionally expensive due to Octroi, I guess.

Here are the samples.

Santro Xing XK AC
-----------------
Bangalore 3,22,226
Gurgaon 3,23,994
Cochin 3,24,075
Delhi 3,24,133
Ambala 3,25,873
Chandigarh 3,26,188
Hyderabad 3,28,208
Mumbai 3,39,661

Alto LX
-------

Hyderabad 2,63,300
Cochin 2,63,726
Gurgaon 2,63,892
Delhi 2,65,262
Ambala 2,66,087
Bangalore 2,67,386
Chandigarh 2,67,400
Mumbai 2,81,075

Honda City ZX GXi
-----------------

Ambala NA
Delhi 7,16,722
Gurgaon 7,17,890
Chandigarh 7,18,404
Bangalore 7,27,629
Cochin 7,29,970
Hyderabad 7,31,896
Mumbai 7,54,857

So the conclusion is prices vary due to roadtax mainly. In Mumbai, Octroi dominates a lot.
