I hope the polluter pays principle is stuck to, read somewhere that in UK road tax is dependent on many factors, most prominent being how much does your make of vehicle pollute, so if you own a 2001 diesel hatchback and a 2016 Merc diesel, as your hatchback pollutes more, you pay more. Would be difficult to wipe off my grin if the same thing happens here and all those 1.3 fiat multijet owners end up paying more environment cess than the bloke buying a 60L Merc.

Fat chance!! That way the jugaad, the matador, the diesel genset rickshaw and diesel locomotive operating railways would pay through all their orifices, and become bankrupt.

This is a temporary registration on delhi number valid for a month. This car's actual registration number will not be delhi but some other place like Uttarakhand or Punjab or Rajasthan.

But aren't temporary registrations issued by RTO as well and thus this should be impossible? Unless this is some sort of dealer plate.

The delhi Temporary registration is used to register a car outside of Delhi and since the process is slow and manual, the dealer is allowed to issue a temporary number which is valid for a month from the date of issue or ( the car going out of the showroom). The RTO allows this as the car will actually not be registered in Delhi but was bought from a dealer who is based in Delhi.

Similar case : My cousin bought a UP registered Amaze from Delhi dealer. Since the UP RTO takes time to issue the RC and provide a permanent number, the dealer gave a temporary Delhi number and in the interim was getting the car registered in UP.

The UK road tax model is quite flawed because it measures pollution only by one parameter - CO2. That is why Volkswagen cheated on nitrous oxide emissions to reduce CO2 emissions.

The US system is straight forward : limits are set for each exhaust gas.

There are two reasons why it won't work in India :

1. Road tax is a state subject and the state governments have the authority to set taxes.

2. Road tax in the UK is quite insignificant where as in India it extends upto 20% especially for the luxury vehicles. The state governments would go bankrupt and there would be no money to build roads.

3. It's only fair that a richer person contribute a bigger yet proportional share of tax which is reinforced by the percentage slabs.

The Supreme Court gave it's first big indication of revoking the seven month-old ban in the Delhi/NCR region by accepting an offer by automotive majors to voluntarily deposit an interim green cess of 1% of the vehicle's ex-showroom cost of each big diesel car or SUV in an escrow account.

Attorney general Mukul Rohatgi said, "The likely imposition of green cess for diesel cars of more than 2000cc engine capacity will not be in consonance with the constitutional scheme of things in terms of Article 265 of the Constitution of India that 'no tax can be levied without the authority of law' and such cess must be imposed through legislation by authority of Parliament.

"Therefore, imposition of green cess without legislative mandate would be in contravention of the constitutional mandate, especially when duties and taxation on diesel cars are already in place."

I think they banned the vehicles and now seem to be confused on what exactly they should do

With multiple inputs on engine size, fuel economy and pollution which can all be unrelated to some extent, what will they decide to tax?

They should ask the govt to set pollution limits on different exhaust constituents and remove the ban.

If they want to discourage engine size/fuel economy they could ask to add gas guzzler tax similar to U.S but make sure to include all vehicles.

Just read the news that NGT has banned, effective immediately, all diesel vehicles over the age of 10 years in Delhi and directed the RTOs to de-register the vehicles.

The news of de-registration of all decade old diesel vehicle is not exactly shocking but has managed to surprise nonetheless. The biggest hit would be vehicles upward 20L range like Endeavour, Innova and Fortuner. Though the registration for above 2litres engines was already banned but now the panic would also set in other major cities. The NGT directives are generally strict and it's unlikely that Govt may challenge it raising suspicion in tier II cities. I personally would not support any blanket ban and rather suggest a strict regulation if at all it is required. The proposed green tax would not make life easier for the diesel vehicle owners in time to come.
