I am aware of this fact that there is additional 11% cess on the road tax. In the table that is shown, I have only considered the road tax slabs as applicable based on unladen weight and cost of the vehicle and then compared between different states.

Do I need to say more.....?

The Deputy Commissioner Of Transport had the audacity to tell the Petitioner that 'The Judgement does not talk about returning the documents,If you want, please pay LTT and take them back'.

This is nothing but state sponsored goondaism with utter disregard for the courts. They should take suo moto cognizance and summon the Deputy Commissioner for contempt. Can you bring it to their notice, Waseem?

Indeed it is contempt of court. If such a statement were to be recorded (say on a mobile phone) and given wide publicity in print/digital/social media, the commissioner would find his position untenable.

If the petitioner returns to the court without any proof, nothing will happen.

The Supreme Court of India is rather strict on the matters a court could take suo motu cognizance on; its view is that only in matters where people in a disadvantaged situation for social or economic reasons are unable to access the court are suo motu cognizance appropriate. This case I doubt falls in that category.

From the Horse's mouth.

They don't care about any Court Order.

Karnataka is following Indian rules for now. You have one year to pay LTT. (From the day you enter Karnataka)

Awesome ! With the house rent deposit and shifting expenses, it is really difficult to pay 70k for LTT initially. 6 months- 1 year is fine to save and pay up.

Sorry, but the way KA RTO is behaving, I wouldn't be surprised if they catch vehicles which is plying for less than a month & demand the life tax is paid. The fact is they are no less than hooligans with their current operating manner and have zero regards to the law passed. Remember, they have a huge target to meet too. I suggest you have a plan B (get a pre-owned 800 or so if possible).

Yes, however the target is till March 31st

If they take my documents, let it be with them for a year. If the law says I have 12 months, I won't take a loan and give it to them before 6 months.

This is a really sad state of affairs. But then there are many cases where the GoI has ignored the SC verdicts and no one has been penalised.
The poor petitioner has to prove that the respondent is guilty of contempt of Court. What could be worse !
