A company does not invest in a country for its current potential but for what the country holds for it in future. India motor vehicle market share in world in now in top 10 (some report suggest it's 5th largest). Toyota simply cannot ignore Indian market. Even though their production capacity in Thailand is more than in India, the bulk of the production goes to exports and within Asia India is 3rd largest market (after China and Japan) and hence they setup a manufacturing facility here.

So whether Toyota likes it or not, for them to sustain their market share at world level, they have to be here because they very well know sooner or later India will no longer be a DOT on world map for them.

Good decision.
The strategy of having "India specific" model is flawed from inception, and is a consistent failure across brands. Another such example is Brio, Amaze, Mobilio platform.
The problem with this strategy is when they said "India specific", what they actually meant was sub par interior and exterior quality with not so cheap price. They had expected to get upper hand due to better (perceived) reliability, but what they missed is people have batter options from companies like Hyundai/Maruti which have batter interior / exterior and also difference in reliability perception is also less.
