Default Kerala to impose Green Tax on old vehicles from January 2017

The Kerala State Government has announced that old vehicles in the state will face a Green Tax from January 1, 2017. This tax will even be applicable for vehicles coming in Kerala from other states. The decision was passed in the state budget last year, and is a measure to keep air pollution levels in check.

All transport vehicles over 10 years old and non-transport vehicles over 15 years old will attract the said green tax. However, two-wheelers and three-wheelers have been exempted for the time being.

As per the official government order, the applicable tax will depend on the type of vehicle. For example, light transport vehicles will attract a green tax of Rs. 200 per year, while medium and heavy transport vehicles will be eligible for a tax of Rs. 300 and Rs. 400 per year, respectively. Meanwhile, owners of non-transport vehicles that are over 15 years old will need to deposit Rs. 400 for a period of five years.

No specific time window has been mentioned to get the taxes deposited. The government hasn't announced any penalty for the rule defaulters. As a result, the rule defaulters will be penalised under Section 177 of the Motor Vehicles Act, which has a maximum penalty of Rs. 100 for the first offense and Rs. 300 for any subsequent offense.

Tax is okay but is it just going to be another collection channel by the state Government or as part of this policy there is a investment plan too?

Transportation being a concurrent subject between state and central Government has always created chaotic situation for general public and policies are imposed on users just for the sake of collection of money without any clear directive on use of collected money.

The interstate taxi operators will make it a point to collect such moneys from passengers @ each ride even if it is required to be paid annually.

Just another way to milk money out of common man. Giving fancy name will not help environmental cause.

How are the planning to use the money collected in the name of green tax??!!

The tax amounts are too meagre to act as any credible deterrent. Non-transport vehicles have to pay 400Rs for five years, i.e, 80Rs/year. Who would not mind paying that? Even the penalty is only Rs 100!
I feel the Kerala government is only looking at ways to generate revenue than being seriously concerned about the environment.

More than anything, i consider this as an act to create public awareness about polution. Combined with a proper ad campaign, this is a good step, imo.

Blanket rules on taxation for old cars doesn't really work. Its a different story if the government is only aiming to increase its revenue but trying to control the pollution levels needs a more granular approach.

A 16 year old Toyota petrol engine for example emits lesser NOx and CO2 compared to a brand new Tata Ace or even some new diesel cars. What's to say old cars don't have refurbished engines or transplanted engines?

The government should identify owners of old vehicles, do a pollution check and then impose the fine.

The similar green tax is in existence in Tamil Nadu for a long time now. That is for Private cars > 15yrs of age. Not sure on the criteria for heavy vehicles.
The green tax is charged at Rs.1000 for 5 years for a car irrespective of diesel/petrol.
