Its there even in Bhopal MP since past few years(My Dad's Alto VXi has smart card for RC)

Also card type Licenese were introduced as long back as 12 years in Bhopal. They were discontnued & continued periodically. Dont know whats stopping them to make available all over India

Seems to be this as come into practice here in Chennai. RC books of cars are replaced with some smart cards.

Do one need to carry the card always with him?
What if I lend the car to my friend, do I need to hand over the card to him?
Can we take a photocopy of the same and keep it in car?

You can make a photocopy of the card and keep in your car. It is acceptable.
Please do not hand over the card to anyone. Keep it safely at home. In case its misplaced, its a big hassle to issue a duplicate RC book/ card. Affects the resale of the car as well.

In Delhi , I think you need to have the smart card always when driving the car.
The licenses now have been the smart card ones (Not when i got mine)

Smart cards?? and Photocopy? Can you post the pic of the card, what details it contains in the card that are visual?

Smartcard is suppose to have minimum details on it and full details in it. I mean stored digitally, right? So, how a photocopy will help. May be till our RTO guys carry a Smartcard reader, this may be ok.

Smart cards? My local RTO uses smartpaper. Why smartpaper, because RC books are never in stock with them. My GV RC is a single sheet of paper. I am still keeping the Bangalore DL because I don't want to switch to local smartpaper DL. In my next visit to Bangalore, I have to renew my DL as it is going to expire soon.

Alright, here is something interesting...

While all you city-sleekers take the smartcard or computer card driver's license for granted, the small town folks still manage with paper DLs.

Or do they?

Yesterday my father-in-law showed his new plastic DL. I almost fell out of my chair.

It is the xerox copy of his paper DL, miniaturized and laminated to the size of a computer card DL. No, it is not issued by the RTO. Instead, it is issued by the photographer who operates next to the RTO, and the photographer says it is valid. Well, what else does one need? Since our corrupt government cannot provide any modern services outside of Metros, small town people have to adapt.

Apparently, lots of people use this as the DL and local police accept this as valid DL. Still I told my F-I-L not to use it as ID at the airport or while driving outside of the district.

^kaafi khatarnaak! Police accepting a cheap 'forgery' is a big security problem. I have a scanner and GIMP, i could create these for dime a dozen!

I believe this is valid only locally.

Is issuing of a smart card mantodry for all vehicles in mumbai or there is a option of having the RC booklet.Recently saw a 2007 used car for sale.It had a RC booklet instead of a smart card.

Is this from Udupi RTO? If so, I can totally believe it. When I'd applied for a DL in 2005, I was issued the paper licence (booklet type); when I asked for the smart card, they said "machine is not working"!

Not necessarily. My Corsa's (reg. with Gurgaon RTO) hypothecation was recently cancelled; I was issued a paper type RC.

My Zen's (reg. with Pune RTO) hypothecation was cancelled in 2008 and was issued the smart card.

So, it varied from RTO to RTO. Don't know if there is a regulation about it.

If i remember correctly and this is for Mumbai RTO, then the procedure is the same as applying for a duplicate license. You need the "LLD" form filled and you will need to submit the regular documents for ID/Address etc & pay the charges. The only part you might need to clarify is biometrics, since if you have never done the biometrics scan before - you will need to do it for the smartcard to be issued.

Refer to Procedure 50 right at the end.

Not sure if this is worth a new thread.


A paper book DL issues from Udupi expired in 2021. The person has a UAE DL. Due to travel restrictions, she could not come for past 2 years.

What is needed for DL renewal? Or is it better to take a fresh DL? Is going through the paperbook to smart card conversion possible with an expired license if the process for renewal is combined with it, if possible?

She now lives in Kerala, BTW when she comes.

In the meanwhile, if the person comes to India, is the UAE DL valid, for an Indian citizen, NRI? Is it ok for her to drive around for the few days she is here?
