Default USA: BMW Maintenance Program not transferable to 2nd owner. India to follow?

In what appears to be a big blow to the second hand BMW market aspirants, BMW will not allow its maintenance package to be transferred to subsequent buyers.

BMW announced that for BMW's bought on or after July 1, 2014, BMW Maintenance Program coverage is provided for the exclusive benefit of the initial purchaser.
Accordingly, BMW Maintenance Program coverage, with one exception(transferred within the household), is not transferable to subsequent purchasers.

In India, BMW has proudly mentioned in their website that the cover is transferable. But if they plan to put the same effect here, that would be a sad decision.

Interesting.
Wonder why they're doing this. Granted that only few people actually change cars before warranty period is up but still doesn't make sense.

The free covered service (4yr/50k miles) is what gained BMW a whole lot of new customers over Audi, Jaguar & Mercedes.
Audi & Mercedes have offered maintenance packages for purchase at time of buying / leasing vehicle - wonder if these are transferable or not.

But this should not be a matter of concern in India right? The service offered does not look standard across the globe, and the India website have clearly mentioned transferrable maintenance plans as an added benefit.
