High rev's and good (low end) torque are kind of contradictory.
What i would suggest is to build a nice header and exhaust unit which will give the engine good delivery at low to mid end. Add a good CAI ideally with a snorkel so that the jeep is protected during water wading.
High reving in an offroader is kinda useless isnt it?
