And two people on a bike, both using helmets will also catch immediate police attention. So it all boils down to paying the fine for not following the rules, bribe for following the same. You can't reason with the police because they'll call it, showing attitude.
Does anybody know the right authority that is designated to acknowledge such grievances of the people? Where and to whom exactly do we report such issues? Is there any such desk or a person of contact?

Textbook guide to unsafe riding.

It's borderline illegal for so many people to travel in a taxi! Apologies for the poor pic quality from my mobile. This family of 5 was riding on arterial roads in Mumbai yesterday where traffic moves at quite a speed. Annie Besant Road in Worli, from where they proceeded to Worli Sea Face.

Could not catch up with them otherwise would have asked if they has remembered to write up their suicide notes.

Did I mention that the bike also jumped a red light along the way? Never mind...

How does he manage to balance and steer the bike with so many ? Also would he be able to react or stop in time if required.

Had faced a similar situation once where it was 4 people on a bike, and he was following a bus at very close distance, and when it stopped, he just turned right, without looking if any vehicle is there or approaching close by. Just had time to slam the brakes and lucky not to be rear-ended.

They little realise that they are actually alive thanks to the other road users being cautious and defensive drivers

In Indore it seems some new rule has come up. In order to ensure that people wear helmets, the police has mandated all petrol pumps to serve only helmet-wearing riders.
So we have enterprising individuals giving helmets out on rent for 20-30 bucks, riders pick them up, tank up and then outside the petrol pump hand it back again.

Indians are very smart. You see just like Newton's third law: For every action there is equal and opposite reaction. So here for each law there is equal and opposite jugaad to break that law.

1000 times I have seen people dangling their helmets on the mirror or elbow and when a junction or signal comes where there could be a suspected villain (cops) they will put on the helmet and later remove it again.

Lol that's insane. When will we ever learn. Sometimes I see people using helmets that are so old and worn out, without straps etc. The lack of Common sense is astounding.
