Yes rear hub is first turned on a lathe to cut off the existing holes and new holes drilled in the left over metal. Its proven and reliable. Front hub is a bit more complicated as it involves closing existing holes by welding (use tig for reliability), then turning it in a lathe to level the surface and then drilling holes in it. Front is not usually done by most people.

Is it possible to put a 120/80 - 17 inch Zapper C on Machismo/electra without any modifications to the swing arm??? The read hub will be cut to remove existing holes are drill 36 new holes..

Seriously, IMO just reduce the height of the rear frame. I never liked the gap between the tyre and rear mudguard, so cut the rear frame and lowered it.

Its a much cleaner and easier job. You'll ruin your hub completely by drilling new holes into them.

Are there any options for a 16" rim with adequate width for the Bull? I have seen 15" from Elis on Bulls but have a mixed opinion about them, some looked good some didn't.
@Shashank IMO for your height you will have to downsize on the front rim to be comfortable as 18" wouldn't really make a huge difference in the ride height.

You may try lowering the seat as such. Cut & reweld seat mounts -those form to base plate to suit. This might save you aprox 1". Trimming seat plate edges by 1/2" also might be needed for edge clearance sake. Re-drilling drums should be tougher, so be last option.

Once the Seat has been lowered, the next thing that comes to mind is moving the rear brake pedal and gear shift a little in front.
Not to much ..like a Avenger but a little, say a 100 / 110 degree angle

Is this possible without to much re engineering ?

How much do you get when you sell the old stuff ?
25% - 50% of the value ? If it in very good condition .

Narrow the width of the seat

It's correct. I had a narrow seat on my bullet. But this won't go well in looks with traditional looking/conservative Bullets.
