Am planning a trip from Delhi in the 1st week of Feb and just wanted to know if I should restrict the itinerary up to Kalpa/Kinnaur or try extending it all the way into the Spiti valley

Spiti would be impossible in the month of February. You could probably drive upto kalpa, or till the point you do not come across a road block due to snow. Keep in mind, that it will be extremely cold, and there will be loads of snow/ice.

Spiti route is open in winters. Only closes for a couple of days.
Summer is a bigger problem due to frequent landslides. Winters, its quite nice, but cold. Road is icy though, and traction is nill. So 4WD+Chains recommended.

Yeah; NH-22 is open; but winters are harsh, and off course the passes and remote villages might not be accessible.

There are no passes on the way. If you want to go to Lahual, you have to cross Kunzum, but till Kaza there is no pass, and nothing is blocked. Even Kibber village is made accessible by PWD dozer and local Sumo's ply till wherever possible.

I was talking of Kunzum only.
When it comes to spiti, i think of the loop

Will go up till where the road takes me!
I have done this road once in end December up till Kaza..
However I understand that end Jan/start Feb would be trickier...
Also, This time it is with the better half so will go till where the road takes me without taking any undue risks
