Question Used(corolla or civic) or new(ONLY CIVIC)

Oh boy am I in a quandry. We live near a chemical factory and the air is very corossive. We own a Tata Indigo which has started rusting from all the places where the pebbles hit and the car gets scratched(all within 2 yrs). The tail pipe has been replaced thrice in 2 years. BTW it stands in the open with just a cover for protection(in hot and humid UP)
Now finally after 5 yrs and 30k later we are upgrading. And i gotta a lotta questions.
1) Will the corolla or the civic suffer the same fate given that we want to kepp the car for a very long time say 8-10 yrs.
2)Do any of them come with anti perforation warranty. Or does the insurance cover the rusting.
3)Does the anti rusting and teflon stop the rusting. I read that(in another thread) teflon removes a minute layer of paint and can be replaced by using self applied waxes). Is this true?
4)The budget was originally only 8lacs. But by pestering the powers to be it has increased.(Just missing the OTR price for 1.8S in Delhi). Hence I need to know that if we plan to keep the car for so long and expect very good value for money should we go for a second hand car.
If so which one. The corolla(not too much for it but it will come cheaper)or the CIVIC(drooling).
5)I feel that a second hand will have lower depreciation hence can be changed earlier(5-6 yrs for a 8 lakh car) but the lower availability of quality cars is a hindarence.
6)Also after going through the TATA servicing(if u can call it that) experience I would assume that Toyota and Honda will be a walk in the park. But the other threads seem to suggest otherwise. I need a reliable and efficient service provider to whom you can send a car with the driver and not worry about it.(Are any of them in Delhi, I doubt it though)
Whew.....
PS: Elantra and Logan(5 yrs) come with a anti-perforation warranty.

Please let me know of your experiences and thoughts.

Go for New Civic as it is a good vehicle. Just ask the dealer whether he can coat with anti rust coating on the body or I feel you can get it done outside.

Underbody anti rust coating should do that job. You can't do anything about scratches though. Instead of teflon go for monthly wax polish, this will keep your car safe.

I'd spoken to them ending last month - Rs15000 discount on 1.8S but no discount on 1.8V.

Could anybody walk me through the procedure for reregistration of a car.

Suppose I buy a used car in Pune and want to get it registered in Delhi (address proof being no problem) what are the things and procedures involved. Also a rough cost estimate will be helpful. Will i have to give road tax in delhi too?

Thanks..

Get the car transfer to your name in Pune Rs. 3k (to avoid hassles moving back and forth between Pune and Delhi), apply for an NOC in Pune by physically showing the car, take it to Delhi, pay the road tax @ Delhi (appx 10% of a new car's price), appx re-registration expenses would be Rs. 5k (go with a broker to avoid hassles), add more Rs. for VIP nos., get the new address changed in the insurance (should be minimal documentation charges or should infact be FOC), apply for a refund of your road tax in Pune (and keep waiting).

But once your car is registered in Delhi, the resale value falls drastically. You get a lot of used cars in Delhi so why do this whole exercise unless the car comes to you for free? If you still want to use this car in Delhi, just pay the road tax and avoid re-registration.
