What use, if they don't have a centralized -- also maintained database of owners , their addresses .

Do anyone change address in DL / RC when they change places. Atleast I never did!.

They don't really need addresses, they just have to look for repeat offenders.

What they need are fatter paychecks and incentives.That alone will work better than blackberries and accents combined.

Thats right.The cops in B'lore need to get paid better,so there's an incentive to perform better on the roads.Couple that with some training from forces from the US/UK/any other developed country,and we'd have excellent road sense & regulations.

I really wish something like this happens.Also, make it mandatory for every license holder to undergo a course that would instill some road sense in them.

How abt a mirror of that thought? They perform better on the roads and get suitably dynamic incentives?

Then again, all this is easier said than done- and the cops are over-stretched. There has to be some discipline courses for road users coupled with the real threat of some hot-branding for ill-mannered driving. The old adage Once Bitten Twice Shy will be very effective in an Indian traffic context
