Default Re: Driving License Lost / Damaged. What to do?

Here's my experience of getting a duplicate DL.

This is a couple of years back. One fine day I decided that too much junk had accumulated in my wallet and needed to be cleaned. When I opened the wallet I felt that it felt a bit light, well, apart from the lack of currency notes in it.

Then it hit me that my DL was not there in the wallet. I have always carried the original DL in my wallet ever since it got it in 1998. And it was the book type DL which is not so easy to miss.

I thought now begins all my troubles of getting a duplicate one. My original DL was issued when I was staying in a PG accommodation and the address mentioned on it is that of the PG. I had changed my residence a long time.

So the next day I decided to Koramangala RTO, Bangalore to enquire on the process to be followed to get a duplicate. I go there by around 2pm, the place is not crowded at all.

I go to the first counter and ask "What is the process to get a duplicate DL?" and half expect the guy behind the counter to shoo me off. He just points lazily to another counter. So I go to the second counter and repeat my question and expect a long list of documents to be given and processes to be completed. Instead, this guy just points to the wall opposite to the counter and says "The forms are kept there. Fill it out and bring it to me". So far so good.

So, I fill out the form and give it to him along with a copy of my lost DL.
Then says to me "Where is the envelope?" Oops. Am I meant to put his bribe in an envelope and give with the application??

I ask "What envelope?"
He says "The envelope with your address written on it so that we can send your duplicate DL to you?"
So I go down to the stationery shop and pick up the envelope (which by the way is already affixed with the appropriate value of stamps)
I go back and am hesitant to write my current address on it as the address of the DL and my current address is different. So I tell him this.

So he says, "Doesnt matter. Write whichever address you want the DL to be delivered to you"

I am then sent to another room to have my digital photo taken and pay the requisite fee, which if I remember correctly was about Rs. 200 (not sure).

After all this the officer tears of a piece of paper from the application form (slightly larger than the size of a matchbox), stamps it, scribbles something on it, gives it me and says "This is your acknowledgement. Keep this till you get the licence"

Still not being able to believe that it was so easy and fast, I ask "Anything else to be done?"

Believe it or not, the whole process took me just 15 minutes.

And I get my duplicate DL at my current address on the 7th day from application!!!

I decide to scan this and keep a soft copy of the duplicate DL. I open my scanner at home and what do I see??? My original DL booklet!!!

So now I have both the original booklet and the duplicate smart card.

So for my duplicate DL I gave:
  1. Application form (available at the RTO)
  2. Copy of my DL
  3. Envelope with my address written on it

And thats it. No touts. No exorbitant fees/charges. No FIR/police complaint.

The smart card I got from AP RTA is now just a card with nothing visible on it, at all. If I apply for a new card from RTA, will it carry the original issuance and expiry date or have new dates?

What's the procedure and cost involved, if anyone's got it done before in Hyd?

Hi. I have lost original DL and will apply for a new one with the DL number. However I'll be applying at a different RTA within the same state. Will there be any problem in doing so?

I lost my wallet 2 months back along with my driver's license. Just go a new one by mail today.

Now I have become paranoid since the time I lost my wallet. Previously I used to carry my wallet all the time with me. Now for the last 2 months, I do not carry my wallet with me unless I absolutely need it. I just put a few 100/1000s rupees in my pocket and carry it. I didn't even carry my duplicate license application receipt with me but instead kept a photocopy of it in the car (not in my wallet even). Now today I got my new license, I am scared to put it into my wallet.

I was wondering what are the rules - is it OK to just carry a photocopy of the license with you and keep the license at home as long as you are driving in the same city?

Post Issuance of duplicate DL stopped at Dahisar RTO (Temporary?)

Having lost my DL I duly filed an FIR as I did not have any copies of the same. Fortunately, I still have my IDP and although it expired long ago, it bears my DL number and validity date.

With this, I approached the Dahisar RTO for a duplicate DL, who instead told me the following:
1) I can drive with the FIR / IDP without any legal hassles.
2) Duplicate DLs are NOT being issued starting 07-Jan-2016, until FURTHER NOTICE.

Can those in the know help validate #1 above?

Notice for #2 looked scary as it was just a two liner in Marathi without any explanation or furture date when forms would be accepted. I asked whether Andheri RTO would accept it instead, but was told they will not deal with anyone residing outside their jurisdiction. Does anyone know whats going on with duplicate DLs?

I had the older card (regular card, not the smart one) type DL that was showing it's age after a decade of abuse. The photo was totally smudged and the last time I used my DL as ID proof, it wasn't accepted because of this reason.

Figured I would go and get the newer smart DL issued with a photo of me that doesn't look like I am just about to graduate primary school :P

Walked in to the rajajinagar RTO. I asked around at the help desk what the procedure was, they told me to go to one of the innumerable shops dotting the complex and pick up the following items -

1. Form 7 - Application form for new DL
2. Envelope (with stamps already attached) - they will post the new DL to the address you write here.
3. A transparent small credit card sized plastic cover to enclose the original, old DL along with the form.

As there was no change in my address and I was not required to submit any other documents. Just the old DL was sufficient.

Procedure -
1. Fill up the form-7 and get it checked by the person sitting at counter 20. This person will write down how much fees you are required to pay on your application.
2. Go to any of the billing counters and pay the amount in cash. For my case, new smart card DL worked out to be Rs. 150+tax for new DL (approx Rs.166)
3. Once this is done, go to counter 1 at the entrance and pay the Rs.49 for smart card issuance. They will paste a hologram sticker on your receipt.
4. Go back to counter 20 and the person will acknowledge your fee payment and mark the same on your application.
5. Go to counter 17 for getting your photo and fingerprint taken.
6. Go back to counter 20 and hand over all documents. They will provide an acknowledgement slip which you can use in lieu of your DL till the new one arrives by post.

It's been 6 working days since I finished my application. I will update the post once I receive the new DL.
On average, how many days has it taken for the members here to get the new DL? Has anyone done it recently from the KA-02 RTO?

My latest experience in getting a driving license - My license was lost for almost one year and I never drove as I was travelling abroad frequently for work. Now that I got back, I wanted to get my smart card back. I could not find any copy but later I realized I gave it a scan and on my work email and had it somewhere. So looked on my archive and Voila! I found a copy of it. Immediately went to a driving school gave them my copy from where my license was issued. they applied my application online and I got SMS from Vahaan with my application no. In two days my application was approved and i received sms as well from vahaan. Now i have a valid receipt from which i can drive anywhere. Now I just have to wait for the smart card to be delivered which should be in 15 days . So the best way is to have a copy of your licensees asap if you have not taken any yet.

Default Duplicate License

Dear Friends,

Need your advice/Guidance. I have damaged my KA driving license. I would like to get it replaced. As for getting it replaced, typical case is relatively easy. But here is my situation.

I live outside the country holding a foreign driving license. I am someone who visits India twice in a year for 2 weeks each and I drive extensively. I live in Kerala, while my driving license was issued in Karnataka. the questions that I have is

1) Is there someone who is reliable (Agents) can act on my behalf to get me a duplicate driving license in Bangalore? or Can I engage a relative of my mine to do it for me, is that even a possibility to have someone act on my behalf in my case?

2) Do you think Jayanagar RTO allows one to carry a Kerala address on the driving license? my current Bangalore address is invalid and I have no clue who live in that address now.

your guidance and pointers are appreciated.

Thanks!

Very difficult as you will need to be present for the biometric at the minimum. Further, the RTO will courier the new license by registered post to the address mentioned in the license.

You will first have to get the licence from the KA RTO to the KL one. Once there, you will get a KL license that should be ok.

Here is what I'll suggest:
1. I think the most practical thing to do will be to get an International Driving Permit (IDP) from your foreign driving license every time you are in India.
2. OR Forget all that and just apply for a fresh learners license during your first visit and follow up with the permeant test 6 months later, incase of a delay, you can extend your learners license beyond 6 months.

Well I was in a similar (but not the exact) situation recently and I know a bit about the process.

1) You will not be able to get the Duplicate License at the old address without having someone known to you and living at that address. The process is online but only partially. You pay the fees online but submit the receipts (printouts) and other documents physical at the local RTO where the original license was issued. If there is no change in address the process is quick and they send the new copy via registered post. So someone holding your valid id should be at that address to receive it.

2) If there is a change in address, you pay the fees online and do the same as above. But here you ask for an NOC and that might involve biometric scan again. You will get a date by when you have to visit the RTO again for the biometric and the NOC will then be given to you on that day. This should happen within a week's time. Post that you take the NOC to the new RTO from where you want the new license and have a valid address proof of and the apply for a duplicate license (submit the required forms, documents, etc.). They will then issue a duplicate license and that again will be sent by registered post. So anyone holding a copy of your ID proof can receive it by showing the same.

If the license goes back to the RTO from the postal department with the reason being 'Person not residing at the address anymore' then it will be very difficult to get it again. The license might get blocked or something of that sort.

For now what you should do is this: Get a color Xerox of the license you hold and get that cut to the same size as original. Mark the back of it as 'Xerox/Copy' and get that laminated. Use that when you drive and keep it in your pocket (handy place). Keep the original safe along with other important documents such as the passport.

Alternatively, try to get an international driving permit from the country you are currently in and use it next time you are in India and try to complete the above process in parts during your visits to India.

I too have a similar issue with my DL. The top 10% of the card has broken off (2 separate pieces). I am trying to apply for Singapore driving license and the staff at the office mentioned they cannot accept broken license even though the chip is intact to read the data! I am trying get a Singapore driving license on basis of holding a valid DL from a different country hence providing Indian DL is imperative.

My parents have moved out of the address we used to live in when I got the license but are still in touch with the landlord hence collection of the post shouldn't be a problem. Can you please help clearing some of my doubts?

1. Can this process completely be done online?
a. If no, can i complete the process in one visit?
b. if yes, can my relative/ friends submit the documents on my behalf?
2. In the supporting documents will they ask for address proof again? As I don't have any as of now.
3. What kind of ID will the person collecting the post will have to show?

TIA.

No. In case of MH RTO (where my address belongs) you have to physically submit the documents at the concerned RTO. Not sure about rest of the states but should be ideally same.

If no address change, then no proof needed.

Any proof that has either your name or your parent's name on it. Though this will also depend on the Postman delivering the post. If he asks then need to show, else no such need.

Hope this helps.

My wife's DL was taken from KA01 RTO in Bangalore during 2008.

She has now lost the DL and we don't even have a copy. We don't know DL number but it can be guessed because her cousin was a co-applicant and their DLs were processed one after the other. The number could be one above or below the cousin's DL number.

Is there any way to query the license details on-line? Specifically for Bangalore RTOs or for KA01? Sites like Parivahan did not help.

Was hoping to have the license details fetched on-line if possible, and then proceed with getting a duplicate, since we are living in Trivandrum now so it is better to plan a trip to Bangalore for this purpose with some data in hand.
