Default Dealing with Syndicate Bank: Need help/suggestions/advice

Guys, any of you have contacts at senior positions in Syndicate bank that could help me out with a problem?

The pricks working at Noida branch, where my account is, have not been able to make me a bank draft citing reasons such as lack of manpower, too much work and inspections. I have been going there for the last four days and everyday they tell me to come back the next day. Took up this matter with the chief manager there and he refuses to take any responsibility for the staff working there and "cannot help me".

What action should I now take?

Send a letter detailing the same to the CEO/MD of the bank whose address you can find from the bank's website or official letters. The branch staff will get back to quite promptly.
