You can look at the bigger version. Won't attach here.
As for the dreamy look, this is not norton effect, but the effect of a long exposure(1.3s).
I stacked a polarizer with a 3 stop ND filter and sqeezed down the aperture to F/20

Let's see if these 2 pictures get approved from the gurus. Had been to a friend's place and he has these parrots. Tried clicking one of the three -

These shots look funny because of close-up.
Your camera has good long focal length...Sorry, use tele mode and go back from them.
You'll get different result. Trust me, they'll look good.
