i have a sify 128kbps unlimited useage internet connection and you dont need to have a unlimited plan to share on the hubs because it does not use the internet ..it just uses the lan(local area network) and you can use dc++ even without loggin into sify...and i am hooked to the network through lan....basically that means its like all the computers with the sify connection in my area are on the same lan..and i can share files with them using softwares like borgchat and dc++ ...a hub is like a server which any user on the network can create and other users on the same network can log on to that hub using dc++ and download with crazy speeds.dc++ allows you to browse into what other users have shared.
here is a screenshot.

hope that helped
cheers.

I have a similar connection in Delhi. But the authentication server is at the local operator, so the LAN is limited to this side of the operator....
I have transferred ... GBs & GBs.... over to my friends and back.... through this LAN (via VPNs)
Not only this we even share internet temporarily through VPNs if someone's account expires.

But I think you should actually recheck where is your bandwidth manager located, bcoz anything after that would not give u speed.

and a Mumbai wide LAN is simply not feasible for any ISP.

and even in a LAN ISPs normally create small subnets...
