great job on the car, but next time stop cursing yourself and feeling bad about staying in this country, I am equally frustrated at the corrupt system existing in india, but if you are going to feel miserable about it, then why not go all out and kick their arses and feel sad about it thereafter, I for one would have kicked their arses and made them pay the entire amount (I wouldn't have let them go scot free like you did). There will atleast be a contentment about dealing with the issue firmly.

I know some people might think I am going overboard with my mindless suggestion here, but I have had enough of the gandhigiri ****.
