Default Engine power

Guys,

I am a little confused about something.
1. What determines the true power of an engine? Is it brake horsepower (bhp), torque or the displacement of the engine.
2. Do the number of cylinders have anything to do with how much power the engine can produce?
3. What does maximum output and maximum torque mean? What is the difference between the two.

Maximum Output70 PS @ 4800 rpmMaximum Torque12.4 kgm @ 2600 rpm
