I have been using Windows Mobile for 4 years. The platform never had a problem. It's the third party applications that were not tested with different hardware is the cause of the problem. MS just ships the O/S. It's the vendors that integrate the o/s with their hardware and in Windows CE device there is a lot of difference from device to device.
MS almost never releases service packs for WinCe. Only the vendors release ROM updates.

Nice try, but, errrr.... No.
You're missing the point of what an operating system is and is supposed to do.
Like provide the interface between the applications and the hardware.
Like make sure two applications do not interfere with each other (eg by writing to the same bit of memory)
That's what it is for, and if your applications don't work with the hardware you must blame either the OS or the hardware-manufacturer for their drivers.
If applications developers had to take account of the hardware layer, they'd be writing in machine code still.
OK... some might do just that for fast graphics in specialist programmes or games, for instance, but that is not the norm of application development.
Windows Mobile? I don't know, never used it. (Might soon, I'm thinking of getting a Navigation system to use in the car) --- might be MS's best shot!
