With the Civic, the problem is that if you leave the handbrake on overnight, the parking brake shoes get stuck and you get a noise as they release themselves. This happens especially if you have come in after a spirited drive and the assembly is really hot when you put the parking brakes on. They "cook" and get themselves stuck bad.

The car wasn't used for a week as I was hospitalized. During that period the car was washed everyday by my watchman. Seemingly this standing water inside the brake caused the jam. I've instructed the watchman to be a bit more careful when washing the wheels from now on.

I would suggest you get it checked out. The brakes should not stick like that. It may cause wear and tear. Diagnose why it happened in the first place

Parking brakes will stick when kept active for long periods of time.
