the mark 3 looks to be in great shape. what is that silver thing with switches on the dash?? haven't seen such before.

That's a finisher trim plate, common on all Heralds (atleast Indian ones)
'gives a nice touch IMHO.

today i saw a few vintage cars at an obscure location on a hill in guwahati.

Well don't hold your breath () but I think I do have one of those lying in a box among my Herald spares I've stashed away.
