This I think is the result of 1981 Rally (as the advert was out in August 1981) - could be 1980 as well

Excellent document.

I have seen some of the features operational in the mid 60s in Trivandrum with the jeeps the Trivandrum Corporation had then.

The period between the 62 China incursions and 65 Paki aggression, saw the second lines of defenses being made ready even in far off places from border. There was an emergency reponse team of the Trivandrum Corporation and some of their vehicles/jeeps had devises such as pumps, winches, hydraulic lift equipment, generators etc attached to them. This team use to visit schools and colleges and demonstrate things generally as a confidence building mesure of general public.
