Carnet (CPD) - Differences in requirements between Western and Southern Associations

Have been looking to seek information on obtaining a Carnet for our car to travel Overland from Bangalore this April 2014.

Got in touch with both Western India Automobile Association (WIAA) and Southern India (AASI) and their responses have left me confused.

Here is the situation -
AAWI says vehicle not required to be present for obtaining CPD. Only valid documents will suffice. AASI says vehicle required before travel and on arrival to obtain CPD.

AAWI says - A Security Deposit to be left with WIAA for issue of the carnet, for the 200% the value of the vehicle by Draft in favour of WIAA, whereas AASI is asking 3.5 times value of car as bank gaurantee.

Was told by AASI, i need to become member first and they will look into number of countries we are travelling and then decide on processing fee. WWIA mentioned it outright at Rs.25000/-

Why these differences in statements and regulations?

And for some reason - both these associations do not use official email id's to respond from. They either use gmail or yahoo. Wonder what is with that?

Both claimed that vehicle should be registered in name of owner who plans to take the car out for overland travels.

Query -
Being in South India, can we obtain WIAA then?

Anyone has any experiences in obtaining the Carnet?
